  • At the July 16 council meeting, Chester Chief of Police Don McKinney announced that Officer Joe Swallers resigned on Friday, July 13.
Swallers, has been on paid administrative leave since his arrest for alleged domestic battery to his wife. He was charged with aggravated battery and unlawful restraint in Randolph County Court in May. Officer Joe Swallers served as the Chester Police Department’s K9 Officer.
The council went on to vote that a vacancy exists in the department with the resignation of Swallers.
The city will now notify the Board of Fire & Police Commissioners to make them aware a vacancy exists.
McKinney then told the council about Josh Ailer. Ailer’s is the next qualified candidate for full-time employment on the city’s eligibility list.
“We are really fortunate he is qualified,” said McKinney.
Ailer’s is a resident of DuQuoin and currently serves as a part-time police officer for Sesser.
