The Franklin Hospital Board welcomed a new member at its last meeting.
James R. Johnson of West Frankfort was appointed by the Franklin County Board last month to fill the vacancy recently created by the resignation of board member Debbie Ricci.
The board's June 27 meeting also saw approval of a spending plan for the new fiscal year, which began July 1. The budget projects a net income of $185,000.
Hospital Controller Rikki Bonthron said there are "several assumptions" built into the budget, including a reduction in the price increase for all departments, excluding pharmacy, compared with the prior year. The budget also anticipates more revenue from additional new and updated equipment, as well as new revenue from clinics.
Also reported from the meeting:
The board announced plans to promote Bonthron to CFO, effective July 1, at the August board meeting.
Board members approved the appointment of human resources director Rhonda Boehne as FOIA officer for the hospital. Boehne joined the hospital staff in April 2017. A licensed attorney, Boehne fills a vacancy left by Nancy Seibert, retired June 30 after 43 years at Franklin Hospital.
Board members approved the purchase of Harris Affinity Quadramed payroll software system, with a formal contract to be presented at the August board meeting. Administration reported that support for the current payroll software system will end March 31, 2018.
Hospital CEO James M. Johnson reported on how the state budget impasse continues to affect the hospital's fiscal strength.
"The state of Illinois owes the hospital approximately $2.2 million dollars from a combination of Medicaid claims and State of Illinois employee health insurance claims," Johnson said. "Our ability to pay our vendors is highly dependent on the state paying us what they owe."
The board next meets at 6 p.m. Aug. 22.
